A Whole Community Approach to Emergency Management

Dear Stakeholders,


A principle foundation in emergency management is to continually take into account, understand, and support the needs of the entire community in the work that we do.  Supporting and understanding the needs of the communities we serve is vital to effective disaster preparedness, response, and recovery.


To this effort, over this past year, the Federal Emergency Management Agency (FEMA) has engaged many of our emergency management partners – including local, tribal, state, territorial, and Federal representatives; academia; nongovernmental organizations; community members; and the private sector –– in a dialogue on whole community approach to emergency management.  A Whole Community Approach to Emergency Management: Principles, Themes, and Pathways for Action, synthesizes what was learned through research, conferences, listening sessions, and direct feedback from our partners that reflect some of the successes of a whole community approach across the country. We share this document in an effort to enhance the resiliency and security of our Nation through the whole community approach.
