POSITION OPENING: Program Specialist for the Resilient and Ready Communities (RRC) initiative

Primary Purpose

The Program Specialist for the Resilient and Ready Communities (RRC) initiative, CA, will be responsible for the planning and implementation of Save the Children’s Resilient and Ready Communities initiative in the Los Angeles area.  The Program Specialist for RRC Los Angeles will identify and, in coordination with State Based Team and National Protection Leadership, lead the pursuit of new funding sources and protection program expansion in Los Angeles and statewide. 

This person may be deployed in a leadership role to Domestic Emergencies Responses as requested by the National Protection Leadership and will lead programmatic transition from initial response to longer-term response and recovery programs.


The Program Specialist will be responsible for maintaining effective partner relations with state level stakeholders and as requested serve as Save the Children’s California Protection expert for     statewide meetings, conferences, and high-profile Los Angeles events.  She/he represents Save the Children’s values and principles to both internal and external audiences.


Duties and Responsibilities

1. Partnership and Capacity Building:

  • Build and foster partnerships with organizations and agencies to strengthen awareness and build community capacity to address the need of children in the event of an emergency.
  • Conduct capacity building activities that equip communities to maintain child-focused readiness in the face of emergencies and disasters.  Activities include, but are not limited to, conducting a community assessment, convening and facilitating community meetings and working groups, and strengthening leadership networks.


Conduct Briefings, Training and Implementations:

  • Educate emergency preparedness and response officials/partners on the unique needs of children by providing briefings on new and developing policies regarding children in emergencies, best practices supporting child safety and well-being and programs that best support children before, during and after emergencies. Includes presentations at conferences, meetings and local events.


Project Management

  • Specialist will create and implement annual program and implementation plans for Los Angeles RRC. Program and implementation plans will be created in concert with donor requirements and the State strategic plan.


2. Identify and cultivate sustainable public and private sources of funding for the RRC Initiative in Los Angeles and the State protection growth strategy for protection in California, draft proposals in collaboration with USP Resource Development, provide program content for fundraising proposals and grant reports for Los Angeles RRC.


3. Serve in a leadership role as Deputy Team Leader, on domestic emergency responses as requested.  For Los Angeles responses, lead program transitions from initial emergency response phase to longer-term response and recovery programs.  Includes recruitment of staff, establishing program priorities within a response area, proposal development and reporting


4. Lead Los Angeles RRC accountability reporting

Monitor and Evaluate programs provided by partners.

Maintain records of program accomplishments, activities, and beneficiary counts.

Provide programmatic updates as required and lead grant reporting for the program area.




Background and Experience

  • Master’s degree .  Focus on Emergency Management with a strong network of relationships in Emergency Management Preferably in California.
  • Experience in disaster management, planning, response, public health or human services preferred
  • Demonstrated program management, Demonstrated ability to build community partnerships and lead effective trainings
  • Experience working with or serving children preferred
  • Demonstrated ability to raise funds


Knowledge and Skills

  • Demonstrated management skills
  • Excellent organizational, interpersonal communication and training skills
  • Knowledge of childhood development and issues affecting children in crisis
  • NIMS Compliant
  • Fluency in Spanish preferred
  • ·         Excellent Computer skills (Word processing, spreadsheets viz., MS Word & Excel)



This position will be responsible for the start-up, management, and expansion of Los Angeles RRC programs, including pursuing sustainable funding for the expansion of the initiative, programmatic planning development and implementation quality.  In times of disaster this position will serve in a leadership role for deployment in support of domestic emergency responses and in the greater Los Angeles area lead and manage the transition from response to recovery.



The Program Specialist for RRC in Los Angeles is required to be flexible and entrepreneurial in their approach to the position.  The program Specialist must be willing and able to deploy to new emergency responses, and must be focused on securing sustainable funding for the program and growth of statewide protection programming.
